Grant Description
Grant to a Pennsylvania nonprofit organization, state or local government agency, or institution of higher education to address human trafficking. Applicants must complete the required registrations prior to applying. Funding is intended to manage and coordinate training, information, and resources related to combating and preventing human trafficking.

Under this solicitation, the term “human trafficking” encompasses both sex trafficking and labor trafficking. The goal of this solicitation is to identify one organization to act as the Commonwealth’s Human Trafficking Resource for the coordination of information, training, and resources. The entity will work with an advisory group to:

  • Identify and assess existing training and resources relevant to the crime of human trafficking, organize these materials in a meaningful way, and then place them on a publicly available website for users throughout Pennsylvania;
  • Develop and post on the website new training and resources relevant to the crime of human trafficking, as needed to meet emerging needs identified by the field;
  • Develop training on Human Trafficking for first responders and allied stakeholders; and
  • Develop technical assistance materials on Human Trafficking for victim advocates, legal providers, and immigration services.

Additional Eligibility Criteria
Eligibility for these funds is open to any Pennsylvania-based non-profit organization, including colleges and universities, and state and local government agencies. Applicants must:
a) Demonstrate subject matter expertise in the field of human trafficking including leading efforts to collaborate with a broad range of providers and stakeholders to support trauma-informed, victim-centered responses to victims of all types of human trafficking.
b) Have significant and recent experience working with local, state, and/or federal organizations/agencies in developing training, technical assistance, and resources related to victims of all types of human trafficking for first responders in healthcare, criminal justice, public safety, victim service, and allied professionals.
c) Have experience developing and maintaining informational websites for a diverse user audience.

Applicants must be in good standing with PCCD to be eligible for these funds. The applicant and recipient agencies’ historical success in implementing PCCD-funded programs/initiatives that met their intended goals will be considered in the review process. Applicants are not required to have a prior funding history with PCCD to be eligible.

Ineligible
Funds under this solicitation are not intended to support direct services to victims of human trafficking or investigation and prosecution of human trafficking. Applications with such activities will be administratively rejected.

- Mandatory Egrants Application Deadline: September 25, 2023, by 11:59 PM.

Successful applications will be presented for consideration at the December 13, 2023 Commission meeting.
