Grants to Pennsylvania early childhood education centers in eligible locations to support enhancement and maintenance. Funding is intended for renovations, large equipment purchases, technical assistance, and quality improvement activities. Eligible providers must be located in Philadelphia.

This initiative provides grant funds for facility renovations and technical assistance to high quality child care providers in Philadelphia seeking to improve the quality of their programs and facilities, improve their organizational business practices, and maintain licensure or certification status as defined by PA State Code and the Philadelphia City Code.

Priority Considerations for Selection:

  • First time City of Philadelphia: Child Care Facilities Fund recipients
  • STAR 4 facilities
  • Currently contracted and prequalified PHLpreK facilities
  • Facilities with childcare license at risk due to facility deficiencies
  • Facilities serving 50% or more children receiving subsidy (CCIS, PKC, HS, EHS, Free CACFP Status)
  • Facility projects that will help the provider meet and sustain best practices in health and safety protocol
  • Located in OCF’s priority areas. Those areas are:
    • Bartram Village 
    • Belmont 
    • East Parkside 
    • Fairhill 
    • Franklinville
    • Harrowgate 
    • Hartranft 
    • Haverford North 
    • Hunting Park 
    • McGuire 
    • Strawberry Mansion 
    • Stanton 
    • Upper Kensington
    • West Kensington
    • Wister

Estimated Size of Grant:

The funding limits for the Fund are as follows:

- $25,000 for Commercial Center and Group Facilities
- $12,500 for Residential Family and Group Facilities

Additional Eligibility Criteria:

Applicants must fall into one of the following categories to be eligible to receive an award through to the Fund:

- STAR 3 and 4 Commercial Center and Group Facilities
- STAR 3 and 4 Residential Family and Group Facilities

Possible Consideration will be given to:

Star 2 Commercial and Residential Center, Group and Family Facilities that meet the following criteria:
- Will be moving to a STAR 3 in 12 months or less or currently receiving TA through the ELRC or participation in EQUIP
- Have at least 65% of enrolled children that receive a subsidy

Facility Eligibility:
- Minor to mid-level facility renovation project
- Not a recipient of City of Philadelphia: Child Care Facility Fund in FY21
- Less than two-time recipient of CCFF funding at location
- Provider owned property or lease in place expiring no less than 3 years from application date
- Project budget falls within the grant funding limits or proof of cash on hand for projects above grant max
- Facility must be free from city, state, federal tax liens and be current with mortgage or lease payments
