Grants to USA and territories agencies for programs to reduce drug-related deaths. Applicants are advised that required registrations may take several weeks to complete. Funding is intended to train first responders to recognize and treat overdoses, and to distribute medications necessary to combat overdoses.

The purpose of this program is to reduce the number of prescription drug/opioid overdose-related deaths and adverse events among individuals 18 years of age and older by training first responders and other key community sectors on the prevention of prescription drug/opioid overdose-related deaths and implementing secondary prevention strategies, including the purchase and distribution of naloxone to first responders.

PDO grants may also support the following types of activities:

  • Collaborate with healthcare providers to educate them on overdose dangers and to recommend that they provide patients with information about overdose dangers and consider providing standing orders for naloxone to patients and family members.
  • Collaborate with pharmacies to distribute naloxone if permitted by state law.
  • Educate the public on any state “Good Samaritan” laws, such as those that permit bystanders to alert emergency responders to an overdose or to administer naloxone without fear of civil or criminal penalties.

SAMHSA strongly encourages all recipients to adopt a tobacco/nicotine inhalation (vaping) product-free facility/grounds policy and to promote abstinence from all tobacco products (except in regard to accepted tribal traditions and practices).

SAMHSA encourages all recipients to address the behavioral health needs of active duty military service members, returning veterans, and military families in designing and developing their programs and to consider prioritizing this population for services, where appropriate.

Additional Eligibility Criteria:

Eligible applicants are agencies within states, including the District of Columbia, U.S. territories, Pacific jurisdictions, and the Red Lake Band of the Chippewa, that manage the 20 percent prevention set-aside of the Substance Abuse Prevention and Treatment Block Grant (SABG) and have completed a comprehensive substance abuse prevention strategic plan.

The funding restrictions for this project are as follows:
- No more than 20 percent of the grant award may be used for data collection, performance measurement, and performance assessment expenses.
- No more than 15 percent of the remaining grant award may be used for state administrative costs.
