Grants to Pennsylvania organizations for programs and projects to address critical needs in eligible communities. Funding is intended for programs and projects within the focus areas of community services, housing solutions for the homeless, housing and economic development, and public works. Eligible programs benefit the residents of Chester County.

The goals of the RFP are to:

  1. Address the needs of people experiencing homelessness, by promoting Housing First best Practices, providing low-income households and communities with services supporting housing and social services; including the provision of intensive case management services for chronically homeless individuals, and those impacted by Covid-19 and disasters.
  2. Fund geographically accessible and impactful housing and public service activities informed by the needs of the Chester County 2-1-1 system: and
  3. Support affordable housing development and community improvements that enhance the lives of Chester County residents. 

Community Services Activities: Will support emergency shelter, community-based supportive services, permanent supportive housing and other services that encourage housing and economic stability targeted to assist very low, low-moderate income and individuals and families at risk of or literally experiencing homelessness. 

Housing & Community Construction Activities: The grant will support affordable permanent housing activities and community construction activities targeted to assist very low, low-moderate income and individuals and families at risk of or literally experiencing homelessness.

Public Works Activities: Will support infrastructure activities targeted to assist very low and low-moderate income households.

The 2023-2024 Entitlement Application Round is now open and will close on Wednesday, June 29, 2022 at 3:00 p.m.

DCD staff will be available for programmatic assistance until Wednesday, June 15, 2022.
