Grant Description
Grants to Pennsylvania nonprofit organizations and municipalities for activities and services that benefit low-income residents in eligible regions. Applicants are required to register in the grant management system before applying. The funding is intended to enhance community development and ensure that low-income citizens will benefit from the growth of strong communities. Eligible applicants are located in the 37 boroughs and townships participating in Northampton County’s Urban County CDBG Entitlement Program.

The federal Community Development Block Grant (CDBG) program provides funding through the Department of Housing and Urban Development (HUD) that allows the County of Northampton Department of Community & Economic Development (DCED) to assist in the development of viable communities.

Federal regulations require that all projects meet one of three national objectives:

  1. Provide benefit to low- and moderate-income (LMI) persons
  2. Aid in the prevention or elimination of slums and blight
  3. Address an urgent community need

At least 70% of Northampton County’s CDBG funds must be used to address the first national objective, the benefit of LMI persons; therefore, most successful applications will meet this objective.

Projects must meet eligibility requirements set by the United States Department of Housing and Urban Development  (HUD) and found in the U.S. Code of Federal Regulations at 24 CFR 570.

Additional Eligibility Criteria
Eligible applicants are:
• The 37 boroughs and townships including the City of Easton participating in Northampton County’s Urban County CDBG Entitlement Program.
• 501(c) (3) non-profit organizations providing services to residents of the participating municipalities.

Please note that the City of Bethlehem receives their own CDBG funding directly from HUD. Therefore, projects in the City are eligible only to the extent that they serve residents of the county’s boroughs and townships.


Pre-Application Information
Application Process Opens: March 1, 2023. Completed applications are due by 4:00 PM on May 25, 2023.

- Applications are accepted annually, following the published Request for Proposals.

- Parties interested in submitting an application who have not applied previously are encouraged to notify Frank Brooks, Administrator of DCED. Mr. Brooks is available to answer questions and provide guidance.

- All applicants are required to register in the NCDCED County Relationship Manager (CRM) and submit electronic applications through the web. Within 1-2 business days the applicant may upload and submit their electronic application forms through the CRM application.

- Please note: applicants submitting a request for more than one project must complete a separate application for each request.
