Grants to Pennsylvania counties, behavioral health administrators, singles county authorities, county jails, and county work release centers to create or expand a program to treat substance abuse. Required registrations must be completed two weeks prior to the deadline. Funding is intended for jail-based substance abuse treatment programs that support individuals transitioning from a county jail and/or work release center to the community.

The Pennsylvania Commission on Crime and Delinquency (PCCD) Office of Justice Programs announces the availability of 2021 Residential Substance Abuse Treatment (RSAT) Program funding. Under this solicitation, federal funds are being made available to support counties seeking to increase opportunities to provide Medication Assisted Treatment (MAT) in combination with Cognitive Behavior Treatment (CBT) to individuals in county jails and upon release to the community.

The anticipated impacts resulting from this solicitation and successful projects will allow county jails and/or work release centers to better equip reentrants as they transition to the community. Administration of MAT and CBT will allow newly released participants to focus on immediate reentry needs.

Please note: Successful applicants must participate in training and technical assistance, as needed, from PCCD’s identified training and technical assistance provider. Technical assistance subjects may include, but are not limited to, the establishment and expansion of MAT programs in county jails and training on evidence-based programs for county jail staff. 

Funds for the proposed program may be used to support any, all, or one of the following:

a. Implementation and/or expansion of MAT with the development of jail-specific protocol and implementation;

b. Cost of treatment for individuals in county jails;

c. Implementation of standardized detoxification protocol for correctional settings;

d. Evidence-based psychosocial treatment programming for justice-involved populations;

e. Vocational training for program participants;

f. The creation of individual discharge plans and aftercare services;

g. Travel expenses for staff to attend required training and technical assistance activities.

Term of Contract:

Contingent upon availability of funds, applications approved at the December 8, 2021 Commission meeting will be 24-month projects and have a start date of January 1, 2022 and an end date of December 31, 2023.

Additional Eligibility Criteria:

Funding is available to Pennsylvania counties, county jails/county work release centers, Single County Authorities, and/or County Behavioral Health Administrators seeking to establish or expand a jail-based substance abuse treatment program that supports individuals transitioning from a county jail and/or work release center to the community.

Funding is available to all counties seeking to establish or expand a jail-based substance use disorder treatment program that supports individuals incarcerated in a county jail or transitioning from a county jail to the community. Counties, County Jails/County Work Release Centers, Single County Authorities, and/or County Behavioral Health
Administrators are all eligible to apply under this funding opportunity:
- Funds apply exclusively to county jail projects and/or work release centers.
- Priority for RSAT funding will be given to counties that demonstrate a high rate of returning inmates with drug and/or alcohol usage.
- Successful applicants will be required to participate in training and technical assistance with PCCD’s identified training and technical assistance provider.
- Applicants receiving prior Residential Substance Abuse and Treatment (RSAT), 2019 County Jail-Based Vivitrol Program, 2019 County Jail-Based Medication Assisted Treatment Program, and 2021 County Jail-Based Medication Assisted Treatment Program funds are eligible to submit an application under this funding announcement if these funds will allow for the expansion or enhancement of relevant substance use disorder treatment programs supporting individuals who are currently incarcerated and those transitioning from a county jail to the community.
- Applicants must be in good standing with PCCD to be eligible for these funds.

The applicant and recipient agencies’ historical success in implementing PCCD-funded programs/initiatives that met their intended goals will be considered in the review process. Applicants are not required to have a prior funding history with PCCD to be eligible.

The following activities are not eligible for funding and may be administratively rejected:
a. Land acquisition
b. Construction
c. Food or beverage
d. Activities that do not relate directly to increasing opportunities for counties to provide MAT with comprehensive substance use disorder services to eligible individuals while incarcerated or transitioning to the community.
e. Grant funds may not be used, directly or indirectly, to purchase, prescribe, or provide marijuana or treatment using marijuana. Treatment in this context includes the treatment of opioid use disorder.

Pre-Application Information:

Applications must be submitted in PCCD’s Egrants system no later than 11:59 P.M. on Monday, October 18, 2021.

RSAT funds require a 25 percent cash or in-kind match. The applicant’s source for the cash match must be state or local funds. Federal funds may not be used to meet the match requirement.
